Though, it would flow a lot better if you could get a beta to help you fix your tenses. You keep switching tenses every few lines.

Great chapter! I can't believe that the Death Eaters were able to get onto the grounds. Poor Harry! He can't have a normal birthday party. I can't wait for the next chapter.

OK, now I've caught up with you. :-)
Just a couple of points...Harry got a snitch sweater from the Weasleys both for Christmas and for his birthday. He also got a toddler broom from Sirius both for Christmas and for his birthday. Also, when you tell a story, don't repeat it as each person comes in the room. Just have it be told to them, you know? Too much repetition of the same things gets a bit old for the reader.
I'm going to track this story because I'm curious as to the changes in Harry's personality and life in general. :-)
Aww poor little Harry, I liked how he was older in this chapter too :)
