To clear a few things up, Harry had told Hermione to tell Ginny about Toby while he told Dean and Seamus at the same time. And he knew Remus would tell Tonks, as it was expected and she had already seen the boy, also because Harry didn't want to cause conflict between the pair as Reus would struggle with his silence there. Therefore he continues to vaguely trust them because they technically didn't betray his secrets. He's learning though, as he is moving on to vows and magical contracts for certain others, not wanting to risk it. That also depends on the person too. You have a point about Tonks being an auror, however because the Ministry is bein corrupted because of Voldemort and the darker times they're in, she is really working for the Order than anyone, in which Dumbledore has instructed her to keep Toby a secret once he knew she knew about it. Had it been peaceful times without the Dark Lord, yes...she would have to report it. As for Remus and Dumbledore; the headmaster knew Remus had been informed. Yes, he does seem to know everything, that Dumbledore. And no, he's not telling anyone in the Order that doesn't already know; Snape is in the Order. Plus, it would go against his plans.

Albus lied to Harry when he said the prophecy no longer concerns him. Being Snape's son would not disqualify him, also it's one of the few things Dumbledore doesn't know...that Harry is Snape's son. The reasoning behind suddenly separating Harry from the confrontation with Voldemort has more to do with Toby then Harry. More on that later.
