that wasnt why she hated magic. she hated it because her sister and friend used 'accidental magic' to violate her privacy just because she had a letter from the magic world! than when she saw what magic was doing to her sister mind when she defended snape to her lilly was dead, she became a freak like how a undead is a freak of nature. to me petunia has every right to hate magic and lilly. not harry though. Author's Response: I was hoping this wouldn't be too confusing. Sorry that you are. Here we go; hope this helps: The part of her vow that she violated was: "Will you...[put] Tevin's safety and well-being above that of all others..." By ignoring the injuries of the boys and bringing Arabella to get help before them she violated that part of her vow. Even if it isn't on purpose, the wording of the vow would not take into account intention or accident, especially if she is present at the time that Tevin requires need of safety or care. The cold black & white logic of the thing is that Tevin was injured, she ignored it, thus did not put his safety and well-being above all others - in this case Arabella's, which is why the vow determined that it was broken.
