Some chapters will be like that, centering on Toby a lot or else barely at all. It depends on what is going on, really, although I try to put him in as much as possible.
The letters will decrease for a short while and than they'll be back more frequent. Draco will also gradually be in the story more and more. It won't be revealed for a little longer yet exactly what Remus and Severus were fighting about although more clues will be given throughout. More people will be finding out about Toby soon, though. I have no intention for that many DA members to know about Toby, however I idea of him going to one of those sessions is appealing. I shall consider a way to make this possible. Hermione is growing rather fond of Toby, it's almost sibling-like. She was indeed very sad about not seeing him for several weeks and having missed a part on his life.
