JKR left a lot of those moments, such as if under age magic use was forbidden (getting the notice about magic with Dobby) why didn't he get a notice about the lumos spell when he was reading under the sheets at night and his uncle Vernon was trying to catch him?
Author's Response: Tell me about it! My general theory for this fic, on the Map at least, is that the Twins didn't pay too much mind to Percy because while he was a stuffy prat, he wasn't a prefect. They planned to keep a closer eye on him, now he has authority. Once they found out about Harry and what had happened at the Dursley's, they started to keep an eye on him out of concern, and viola! Weird name they don't recognize showing up!
