I think this was cool. I like the change in Dudley; he did always have a capacity to change.
For what it's worth, I love it!

Great start I love Petunia's reaction to Dudley flying!
More Sev in the future? Please?
An intriguing concept, to be sure!
And of course, I really really don't trust the Dursleys to remain all nice and calm.
It was nice to see Dudley acting a bit like a normal boy, I hope he's not beyond redemption in this story.
I do hope you make this all angsty and lovely like your other stories!
