 Harry didn't talk to him more because he didn't know how to behave after what he found in the papers (that his older brother, as a child, was tortured and killed). He doesn't know if Theo knows, or if he should tell him, and how to tell him, so I think he just chose to postpone the confrontation by avoidance.
