Little boys aren't born natural warriors. Although Albus is pleased with the work Petunia has done, now that the boy is of a teachable age alternative arrangements are necessary. Instead of being sent to Hogwarts, Harry is sent to live at a special training facility built especially for him, allowed only occasionally out to socialize with other children his age.
