I absolutely loved your story. I'm horse mad and spent most of my off duty time the 6 yers that I lived in England when I was in the Air Force at the local stable. I never rode to hounds but did learn the basics of driving, did some show jumping and dressage, learned how to ride sidesaddle (even doing jumping!),  hacked for miles and got sent back stateside right before I had the chance to take my BHS tests for horsemanship and stble management. I think you did a great job showing Harry fitting in the world of steeplechasing. When I read the bits about the thugs threatening Arthur for not fixing races, I was flashing back to some of my favourites of Dick Francis' racetrack mystery novels. Hmmmm, now that would be a great cross-over, wouldn't it? I loved the magical memorial tatoo of Sirius. I could so easily visualise it.
