Little boys aren't born natural warriors. Although Albus is pleased with the work Petunia has done, now that the boy is of a teachable age alternative arrangements are necessary. Instead of being sent to Hogwarts, Harry is sent to live at a special training facility built especially for him, allowed only occasionally out to socialize with other children his age. Albus is focused on making the ultimate machine while Severus tries to walk the fine line between pleasing his own mentor and breaking the boy.
